Scott G. Johnson

A dedicated professional in the Richmond business community providing leadership in a Fortune 500 company, Scott serves as the Executive Director.
Prior to that, he served as President for both CVSRA and RISOA and served as the primary in their merger. He was a former National Referee for US Soccer and NISOA and refereed 3,000 games with the whistle. He is passionate about supporting the clubs to enable their success and was known as a “players” referee in the way he managed the game.
Born in New Jersey, he grew up playing soccer and after moving to Richmond in 1995, joined the Virginia soccer community as a referee. He spent the better part of 20 years refereeing all levels of the game for the “good of the game.”
Brian Smith

Brian brings over 40 years of experience as a U.S. Soccer Referee, having begun officiating at age 14 in New York and continuing through his time playing at High Point University in North Carolina. He has been involved with Richmond refereeing since 2002.
He is the former President, VP, and Treasurer for CVSRA and has over 15 years with the Association. Currently, Brian is a US Soccer Referee Coach and Mentor, State Soccer Rules interpreter for Virginia High School League, and a Member of the DCV State Soccer Referee Committee as the Central Area Director for Administration.
Mark Towell

Mark currently serves as President of a national Group Purchasing Organization (GPO) that has partnered with faith-based institutions and private schools for over 30 years.
Prior to his current role, Mark was a certified referee with both the National Federation of State High School Associations (NFHS) and the United States Soccer Federation (USSF) for more than 25 years. During this time, he also served on the boards of RISOA and CVSRA, demonstrating a long-standing commitment to the development of soccer at various levels.
Mark’s strong communication skills, keen attention to detail, and deep passion for the game have been instrumental in his effectiveness as Scholastic Commissioner. A Richmond native who has raised his family in Central Virginia, he remains deeply invested in advancing the region’s soccer landscape.
Rob Richmond

Rob served in the U.S. military for 22 years before retiring in 2009. He then transferred into civilian employment with Wester off Track betting as an auditor for several years at which time he moved to the Richmond area for semi-retirement.
Robert has been a referee for over 25 years. In those years he developed a passion for working with youth referees. He became an Instructor and Assessor to be able to share his knowledge and experience with the youth referees. He takes great pride in developing the referees of the future.
Beth Hatchel

Beth has been a USSF certified assignor for over 25 years. As the head assignor for SRSVA she oversees the assigning of over 20,000 matches a year, personally assigning about 13,500 of them.
She covers all levels of adult league matches (from premier to recreational) and youth leagues from the national ECNL league matches through beginning recreational games, including the nationally ranked Jefferson Cup Tournament every March.
Over the years, she has worked with officials of all ranks, from FIFA’s and National Referees, to newly certified referees just beginning their referee careers.
She works closely with clubs and referee coaches to develop and promote officials to the next level including input on training approaches and techniques.
Bev Carrey

Bev has been with the Richmond Strikers since 2001 as the Recreation and Camps Director; in addition to working with CVSRA as the Tournament and Billing administrator since 2014. She also has acquired the USSF D Coaching license as well as the National Youth License. Prior to working in the soccer administration field, she worked with the U.S. Department of Defense in international merchandising and distribution.
She earned English/Communications and Business Administration degrees from St. Leo College and East Carolina University.

Emery Hasenstab

Emery grew up immersed in the world of soccer, playing for the Richmond Strikers and officiating games through CVSRA. Her passion for the sport has only deepened over the years as she continues to play club soccer at VCU.
Currently, Emery serves as the Webmaster and Social Media Coordinator for SRSVA, where she works to promote the organization’s mission of empowering young referees and increasing female representation in high-level matches.
Through her efforts, she hopes to inspire the next generation of officials and foster a more inclusive soccer community.

Joe Sheridan

Joe has dedicated over 40 years to soccer and education as a coach, referee, instructor, and academic. He began as a Math Teacher and Varsity Boys' Soccer Coach at Greensville County High School in the early 1980s, also serving as Director of Coaching for Meherrin River Youth Soccer Club.
After moving to Richmond, he taught at a community college, led Pocoshock Youth Soccer Club, and earned a USSF "D" License and NSCAA Advanced Diploma. He also achieved Grade 5 USSF referee certification and a NISOA National Badge.
Joe later became a certified USSF Referee Instructor and Area Director of Instruction for Virginia Soccer Referee Program. He also served as VP and Director of Instruction for VISOA and was named a NISOA National Clinician.
Joe has assigned scholastic matches for RISOA and CVSRA and, after retiring as a college professor, took on leadership roles with CVSRA as Training Coordinator, Youth Referee Coach, and Mentor.
Jack Hitchens

Jack had been apart of CVSRA for 25+ years as an assignor in the Fredericksburg/Stafford/Spotsylvania area for all of the Youth Travel clubs in this area, as well as some of the club Rec programs and Youth/Adult Indoor soccer.
Jack assigns for area State Cup Games, regular season NCSL, VPSL, EDP and all other travel leagues in the greater Fredericksburg area. He coached travel soccer for over 15 years and HS Boys & Girls Varsity soccer in the Fredericksburg area.
He instituted a beginning program for Certified Mentors to work with new and or young referees to help integrate them into the referee life with confidence and good mechanics.
